We would like to measure the effectiveness of campaigns for downloading and installing Android and iOS native apps. Preferably, we would like to sent the campaign codes to an arbritrary WebAnalytics tool (e.g. SiteCatalyst). Is this possible (out-of-the-box) with the latest Tealium SDK's for these platforms? Or do you know a way to retreive campaign parameters so they can be put into a data layer?

Yes, you do campaign tracking as in the Google documentation you provided. Simply add the campaign data you want to send into the Tealium library's global custom data or fire a manual track call with the data of interest. From TIQ, you will then need to map those values to Google's target variables: utm_campagin, utm_source, etc.
