Listening to utag.view and utag.link outside TiQ

Hi,

Background
The website is currently using TiQ with the Tealium data layer and utag methods. The client needs a secondary TM to access that data.

Requirement
I need to be able to listen to utag.view and utag.link events and access the data outside TiQ. 
Is there a way to achieve it without involving developers (and adding dataLayer objects corresponding to utag events?)

I suppose one way could be to listen to changes in utag_data, but I still hope there is a more elegant solution :)
