The template for google ads gtag.js has in my view two items that needs addressing
1) link events are not default triggers
2) The conversion event fires if a variable is populated. This is not using the same implementaiton for event trigers as the analytics gtag.js which allows you through the mapping toolbox to select a variable and value to trigger an event.
By alignin how events trigger in adwords gtag.gs template to analytics gtag.js you have a consistent implementation.
