Update utag_main cookie for Consent Prompt & Consent Preferences values instead of CONSENTMGR cookie

Instead of creating and dropping a new cookie CONSENTMGR, it would be great if the utag_main cookie is updated with users consent prompts and preferences.

@jay_ashar Upon review it was determined that the way cookies are used for Consent Management is not going to change. We are going to maintain one cookie for consent purposes and a separate cookie for iQ Tag Management purposes.

This is done so that we can offer a "Single Cookie" option, that does not keep any record of the user data. This is available in both the Privacy Manager and Consent Manager.

@adrian_browning Thanks for your response. However, my query or request for enhancement was that the Consent prompt response and consent preferences response be stored in utag_main cookie instead of creating a new cookie CONSENTMGR.
