Implementing lookup in Eventstream

I have a scenario where I need to implement lookup functionality in eventstream.

The scenario is:

There are different campaign parameters stored in an excel file, where a set of parameters point to multiple individual campigns. Based on the input events received in the EventStream I will have to do a lookup on the parameters defined in the excel file, identify the campaign and create appropriate audiences in the AudienceStream.

Is there a way this implementation can be done. All suggestions welcome.
