Are you able to set up an extension for a tag to fire for unique visitors rather than on page load?

you could set a cookie value (persist value extension) to be set on first visit and then only fire the tag if that cookie/value doesnt exist. or something along those lines. Fire tag if cookie does not exist, and set cookie to suppress loading of tags on subsequent pages/visits
