When extensions are scoped to pre-loader, the extension will fire immediately when the utag.js file loads. This will happen before loading other elements in Tealium. Therefore, depending on the implementation, scoping split segmentation to both pre-loader and a specific tag would not be that useful. For the specific IE issue, it can depend on your configurations as well as the site/page you are trying to fire the tag on.
