Explicit Consent Prompt and utag.sync

I was wondering if the Explicit Consent Prompt also prevents utag.sync from loading until the visitor opts-in?

The Explicit Consent Prompt is not automatically tested through utag.sync. I have had clients add a check to see if the cookie CONSENTMGR exists and when consent is given, for example:
