We use Opted IN by default for all our sites, which means that we set cookies but offer a way to switch them off. For France and now also for Italy this is really not good enough, especially Italy regulator says that a soft opt-in in needed. That means that cookies must not be set until the visitor continues on to the site. Tricky! Could this "opted out by default" help me out here in some way?

Hi Per, Opt out by default means that unless the user explicitly Opts In to the categories / tags (depending how you have configured the Privacy Manager) then no tags will be fired through Tealium. (unless you have tags set in the "tags to Omit section) You could also use the Tracking Opt Out extension and call the OptOut function straight away. Then provide the user with a link to OptIn to tracking again. Please let me know if you have any further questions. Kind Regards Simon

Brilliant! The Tracking Opt out extension is what I need then to comfort the Regulators in Italy and France.

One caveat is that the Tracking Opt Out extension and the Privacy Manager do not work together. So if your user Opts out of tracking with the Tracking Opt Out extension they would not be able to Opt back in to specific categories / tags via the Privacy Manager But would need to click the Opt In link from the Tracking Opt Out extension..

Ok good point. What I'm after is a way to let visitors opt in to cookies in a layer before actually touching the site. So it could still work with the Tracking opt out extension, only used for opting in..!? So, they get the question 'will you accept cookies', say yes by clicking the link (and runs the opt-in variant from the extension), and then enters the site and get all their cookies set. OK? Tealium cookie would be the only one omitted of course.
