Modify All Tags load rule?

Inexplicably, we have an All Tags load rule that doesn't have any tags associated with it. Is it possible to modify it one it exists? I haven't been able to find how to do so. Thanks.

Hey Patrick, The "All Tags" option is an Extension Scope, not necessarily a Load Rule which is "All Pages". I just want to make sure we are talking about the same thing before answers start to roll in. Can you verify you are asking about altering the "All Pages" Load Rule?

Yes, it's the All Pages load rule, profile activesupport.

The All Pages Load Rule is a default load rule added to every profile and is not alterable. Any Load Rule that is in need of specific conditions should be added as a new Load Rule.

Thanks. There is an additional load rule that fires based on pathname and includes the relevant tags. My guess is that whoever set up the profile didn't add the tags to the All Tags load rule and had to create the additional load rule to make up for it.
