Order of operations respected when utag.view({udo: true}) from peloader or not?

Hi all, 

This is a general question. What will happen with order of operations on this scenario:

1. UDO - User Consent = false;
2. Read local storage.
3. utag.view({UDO - User Consent: true}); ===> called from preloader extension

Will the tags macthing "UDO - User Consent"  be triggered inmediatly or order of operations will respected?

If i am not mistaken a utag.view in pre-loader woul be ineffective. 

shift this to DOM ready.
