How can I parameterize the domain of a generic tag's URL and populate it using data from an Extension?

Yes you can! Here is one way to approach this scenario. Let's assume the name of your Tag Vendor is Acme and you have a Generic Tag already added.
1) Data Layer Tab: Create a Data Source called acme_base_url
2) Tags Tab: Map acme_base_url to base_url
3) Extensions Tab: Use a Lookup Table, Set Data Value or JavaScript to set acme_base_url based your your condition.
