Trying to attach a tag to an element that is added after DOM load

I have a tag that needs to be added to an element that is added after the DOM is loaded.  Therefore scoping to pre loader and dom ready is not an option.  I tried using jquery .on() and using a delegate but it doesn't seem to work.  Any advice or solutions would be greatly appreciated.
