Yes just to validate, any publicly available URL will do, it doesn't necessary have to be on the same domain as the site you want to scan. We often expect clients to already have this because search engine will often use this to go through your site.

What free or next to free tool / site would you recommend to accomplish this.
Our company has over 300+ websites, of which around 15+ are using tealium, and the near future that 15+ will grow in triplicate.
So for us, an external solution isn't just a nice to have, it's a requirement because our digital analytics team simply can't acquire the access to all of those sites.

Do you mean for storing the sitemap files?
If you have the ability to upload/ftp the sitemap files to _any_ of your sites' webservers that's probably the ideal solution. If not, Google Drive and Dropbox jump to mind as potential solutions but you would want to vet that with your company's security policies before using them.
